Case Study: Carroll County Career & Technology Center Relocation

Time & Duration:

  • Westminster, MD
  • Multi-phase project with six phases executed over three years in coordination with construction schedule

Project Overview:

Hoffberger Moving Services (HMS) was selected to support the multi-phase relocation of the Carroll County Career & Technology Center (CCCTC) as part of a major campus expansion and renovation.

The project required relocating and consolidating 23 departments and specialized programs into newly constructed additions and renovated areas within the existing school.

Due to ongoing construction, the move required a highly coordinated approach involving phased relocations, temporary swing moves, and final placements, all while maintaining operational continuity for the school.

Scope of Work:

HMS provided full-service relocation support across all phases, including:

  • Dedicated on-site project management and supervision
  • Professional moving crews, packers, and installation teams
  • Delivery and management of crates, boxes, carts, and packing materials
  • Packing and unpacking of electronics and sensitive equipment
  • Installation of directional signage and numbering systems for accurate placement
  • Floor and wall protection throughout all working areas
  • Coordination of rigging services for heavy machinery and equipment
  • Multi-phase scheduling including crate delivery, move execution, and post-move pickup

The project also included a separate relocation of sea container contents used for building maintenance operations.

Execution & Strategy:

To align with construction timelines and minimize disruption, HMS implemented a structured, phased approach:

  • 6-phase relocation plan coordinating moves into temporary and final spaces
  • Close collaboration with the construction team to align with build-out milestones
  • Management of secondary (swing) moves as spaces were completed
  • Deployment of scalable crews, including:
    • Project manager on-site at all times
    • Up to 4 supervisors and 14 movers per phase
    • Installation specialists and multiple trucks as required

Special attention was given to technical and vocational programs, including:

  • Automotive and collision repair
  • Welding and HVAC
  • Electrical and heavy equipment labs
  • Culinary arts, cosmetology, and health-related programs

Several phases required rigging coordination for large and heavy equipment, including diesel engines and industrial machinery. HMS sequenced these moves carefully, clearing spaces in advance to allow safe and efficient rigging operations.

Outcome:

  • Successfully relocated 23 departments across multiple phases without disruption to school operations
  • Maintained alignment with construction schedules and project milestones
  • Ensured safe handling of high-value, sensitive, and heavy equipment
  • Executed complex swing moves and final placements with precision
  • Delivered a fully coordinated transition into modernized learning environments

This project highlights HMS’s ability to manage large-scale, highly complex educational relocations, particularly those involving technical programs, phased construction, and specialized equipment.
